Map30 fix compliments of an anonymous patron of the arts.
Fix for having to change channels when the MECM arrives without
the key and then the key is found later by the same patron. Untested but should work.

- Added EMM filter timeout (to the vPlug.ini file).
+ Some other minor fixes.

A S.View (tested) & LA7 (not tested) keys file is included. (import it or edit your key file or wait for someone to upload a good v_keys.db file for you)
+ Set RMLOS to 0 in vPlug.ini
